VSAT is ready to support government, prime contractors, and sub-tier contractors in all phases of acquisition of simulators, training systems, and component developments. VSAT personnel have vast experience in all of the processes involved in acquisitions of all magnitudes and complexities. They are intimately familiar with, and indeed assisted in the evolution of many, of the processes used in DoD acquisition, such as:
VSAT personnel can write such primary acquisition documents as : Requests for Proposals, System Requirements Documents, Specifications Statements of Work, Work Breakdown Structures, Task Orders, Data Item Descriptions and Data Requirements Lists, various levels of Specifications, Instructions to Offerors, Evaluation Criteria, Source Selection Evaluation Plans and Reports, Systems Engineering Master Plan and Schedules, Test and Evaluation Master Plans, Test Procedures, and Technical Proposals and Program Management Plans. VSAT personnel maintain current knowledge of changes in the way the government does business in the field of training systems. Personnel are very familiar with the issues surrounding Distributed Mission Training (DMT), having conducted a comprehensive study on DMT aircrew training for the Air Force. VSAT is also familiar with DoD and joint initiatives in the field of modeling and simulation, having road-mapped such initiatives towards the goal of tri-service virtual warfare.
